Gilbane Building Co. has named current executive Ted Holt as division leader of its MidAtlantic offices. He oversees Gilbane operations in Washington, D.C.; Baltimore; Philadelphia; and Newark, N.J. Holt joined the Providence, R.I., firm in 2012 as vice president and business unit leader in Maryland.

Evan Antonides has been promoted to co-president of Falls Church, Va.-based HITT Contracting, with oversight of Southeast and Texas operations and nationwide mission-critical work. He was executive vice president. Drew Mucci is also co-president. Jeremy Bardin, who is retiring as co-president, will work through December, focused on safety and leadership transition at the company. Brian Kriz, executive vice president, will assume a new role as executive vice president for site operations. Aaron Martens and Triloka Shanbhag have been appointed vice presidents and co-business unit leaders for the mission critical sector. Martens was senior project manager and Shanbhag was a project executive. Chris Weismiller has been promoted to vice president in the mission critical division.

East Petersburg, Pa.-based Warfel Construction Co. has named Conlan Swope president. Matthew Hartzler, former president, remains CEO. Swope joined the company ownership team in 2019.

Neil Churman has been promoted to president of design firm Woolpert. Based in Pittsburgh, he takes over from Scott Cattran, who remains company board chair and CEO. Churman previously was chief corporate development officer, leading Woolpert acquisition strategy. Before joining, he held positions at TRC Cos., 7 Mile Advisors, Morrissey Goodale and Michael Baker International.

Ann Barolak has joined professional services firm STV in Philadelphia as vice president and market sector leader for education in its national buildings group. An architect with more than 35 years of experience, she was principal and project executive at Page Southerland Page Inc.

Angelica Biehl has been named Precis Engineering + Architecture chief financial officer. Based in Ambler, Pa., she previously served as corporate controller. Colleen Gannon was promoted to corporate controller from assistant controller, Erika Kucowsk was elevated to director of marketing from marketing manager and Todd Rohn was promoted to director of mechanical engineering from manager.

Jon Ellen has been promoted to senior vice president at Rockville, Md.-based contracting firm James G. Davis Construction Corp. He was a vice president. Ellen also serves as its director for interiors estimating and preconstruction.

Leo Francis has joined electrical distributor Fromm in Reading, Pa., as vice president of construction sales. He was regional sales manager at Wesco Distribution.

The National Utility Contractors Association of Metropolitan DC has elected its 2024 officers and board of directors. The group’s new president is Gabriel Santos, president of Blueridge of DC, who also serves on the association national board of directors. Other new officers are Kevin Kram of Aves Construction as vice president; Joe McElwee of Anchor Construction as treasurer; John Morgan of Flippo Construction as secretary, and Gabrielle Alfonso, of Dynamic Concepts, who now is immediate past president.
