Presidential council issues warning on unauthorised military movements

The Presidential Council has issued a stern directive to all security and military agencies, emphasising that operations must strictly adhere to established protocols and regulatory frameworks.

In an official statement read by Libyan Express today, the Council underscored that all troop movements and security deployments require “explicit and prior authorisation” from the Presidential Council and designated authorities.

“Any action outside the legal framework constitutes a violation of these instructions and exposes perpetrators to legal accountability without exception,” the statement warned, signalling severe consequences for those who circumvent proper channels.

The Council reaffirmed that national stability and comprehensive security remain paramount priorities, describing them as “cornerstone principles” underpinning effective governance.

Concluding its statement, the Council stressed that safeguarding security is a “collective responsibility” that cannot be subject to “individual interpretations or unilateral decisions” that might jeopardise public order and national cohesion.

This announcement comes amid ongoing efforts to strengthen institutional oversight of security operations throughout the country, following reports of unauthorised movements in several regions.​​​​​​​​​​​​​​​​
