The Crown Enterprises LLC property is approximately 11 acres in size, is zoned general industrial 2 and is used as a cross dock transfer facility. Due to the industrial zoning of the property (designated as prime industrial), the out of state owner was unaware that portions of the property also carried the environmental conservation (c) overlay zone. Due to significant safety and security issues experienced on the property, the owner removed vegetation on portions of the property perimeter within the (c) overlay zone. On May 17, 2024 the city sent a notice of a zoning violation regarding the vegetation removal.

This case may be subject to the 100-day review timeline. The owner/applicant would like to construct residential housing units on 6.48 acres (282,268 square feet). Through the planned development (PD) option, the city will allow two times the maximum density or up to 56 units. The proposed development proposes to construct 49 affordable housing units constructed in two phases. Phase I will consist of 31 units and encompass 24 townhouse units (six buildings containing four attached units each), four duplex units (two buildings with two attached units each) and three detached units. Phase II will consist of 18 units and encompass four townhouse units (one building containing four attached units), six duplex units (three buildings with two attached units each) and eight detached units. Stormwater would be collected and conveyed to a detention and water quality facility located within the site.

The proposal is for the installation of crash-rated bollards to protect the building from vehicle impact. Previous intentional vehicular impact at this location damaged the facade, broke windows and allowed entry to a retail space.

Plans call for a new 154-unit apartment building with one level of underground parking for 50 cars. This is a 100-percent residential building providing 10 percent of the units at 60 percent of the median family income. Stormwater is to be handled by a dry well under the building. This is a new design on the same site that had an approved building permit but was abandoned due to high costs (hard costs, permit costs and interest rates). With recent changes to zoning code, tax relief and the apparent upcoming moratorium on SDC fees, the team feels this new building can be financially viable.
