Setting the tarp at an angle allows the wind to flow more natural around the blockade, rather than hitting a barrier. Using bungee cords allows the windscreen to have some give with stronger winds, which should keep it from falling over. Use caution if you are using trees to anchor the material, because you can damage the bark and kill the tree if you tie the line too securely. Plastic cable ties work well to attach screen to fencing, such as for a park or even a baseball field.
